Why Aren’t Dollars Following Need?

Clearly, the need for professional development is enormous—and expressed. The question is whether or not districts will find the money to fund the fulfillment of this need, especially if the funds are cut from NCLB’s Enhancing Education Through Technology program. The answer may be found in a study in the Journal of Education Finance titled Inside the Black Box: School District Spending on Professional Development in Education (www.financingpd.org).
