Fourth-graders' math skills have seen no improvement over the last two years, according to the 2009 National Assessment of Educational Progress (NAEP), released this week. Scores for eighth-graders did improve but only slightly. As a result, United States Secretary of Education Arne Duncan said that more needs to be done both to close the achievement gap and improve the overall performance of America's students.

The No Child Left Behind Act has not only failed to improve student outcomes, it's actually contributing to a decline in academic standards in the United States--this according to United States Secretary of Education Arne Duncan, who has issued a call for the immediate overhaul of NCLB.
